How to check or determine browser Javascript(Active Scripting) is enabled or disabled through PHP/Javascript code for IE?

If javascript is disabled, javascript code can't run in IE. So, you can know "javascript does not run".

For example,

<script src=".../check.php"></script>

<a href="http://www.linb.net">linb</b>
