Format incorrect for number - why?

I have a grid using an XML input (below), and I am trying to do a format on a number using:

var number = new Active.Formats.Number;
number.setTextFormat("#,###");

But the grid then shows data extra 0's. For example, "1" is displayed as "1,000". What am I doing wrong?
