IE progress bar keeps going on every other page load

This seems kind of strange, but every other time the page loads the progress bar keeps on going even though the page has loaded.

Any thoughts that anyone could provide would be greatly appreciated.

I believe that is a bug in IE - can not find where I read it, but it actually kind of made sense on how it happens

Check whether you have changed the cursor style to wait before submitting the form
